As countries prepare for a possible future international
mechanism to reduce emissions from deforestation and
forest degradation (REDD+) to be included under a
post-Kyoto climate change mitigation agreement, it is
recognised that there are a number of elements that
need to be addressed. One is the design of transparent
and equitable national benefit distribution systems that
can channel payments from the international community
to the people and groups in forest-rich countries who will
be responsible for taking action to reduce deforestation
and forest degradation.

We have been working with the
United Nations
Collaborative Programme on Reducing Emissions from
Deforestation and Forest Degradation in Developing
Countries (UN-REDD) and the International Union for the
Conservation of Nature (IUCN) on the design of a
REDD-compliant benefit distribution system in Viet Nam,
providing technical advice and analysis on cost
calculations and revenue retention aspects and on the
need to ensure that payments provide stakeholders with
adequate financial and economic incentives to reduce
emissions.
